Laser radiation has a very high power in a small wavelength range. With appropriate optics it can be focused to power densities on the target surface, high enough to cut, drill, weld and ablate any material, whether it is steel or ceramics - espescially of course biological tissues.
Only the absorption lead to local thermal effects like coagulation, vaporization, carbonization.
